Since the reader cannot view the PowerPoint, it could be treated as personal communication, and therefore would have an in-text citation, but no reference list citation.

But, if the PowerPoint was from a conference and therefore not easily available from the Web, you could consider it an unpublished conference proceeding, and cite it as such, from the Publication Manual of the American Psychological Association, 6th ed. (p. 206).
Paper presentation or poster session:
Presenter, A. A. (Year, Month). Title of paper or poster. Paper or poster session presented at the meeting of Organization name, Location.
Your citation could look something like this -

In-text citations are always author and year, and if quoting directly, a page number.

If you quote directly you need a page number. The question, which no one can answer because it won't be in the APA manual, is a PowerPoint presentation made up of pages or slides?
