How do you cite Georgia house bill 244 in APA?

The Publication Manual of the American Psychological Association, 6th edition, does not have an example for a bill on the state level. The APA manual defers to The Bluebook: A Uniform System of Citation.
This from p.18 of the 19th edition of The Bluebook (2010).
"A full citation to legislative material generally includes the following basic components, although not necessarily in the following order; (1) title of the material; (2) the abbreviated name of the legislative body; (3) the number assigned to the material; (4) the number of the Congress and/or legislative session; and (5) the year of publication."
This is the example they give -
State Bills and Resolution
H.D. 636, 1999 Leg., 413 Sess. (Md. 1999).

I think there might be a typo in their example. I think H.D. should actually be H.R., for House Resolution. Their example on p. 126 has H.R.
