Are all words in a title lower case except for the first word in your list of references?
For example the title: From forest preschool to bush kinder: An inspirational approach to preschool provision in australia. When written in the references is Australia capital or not since it is not the first word. Also are acronyms allowed to be in caps even though it is not the first word in a title?

The general rule of capitalization is: first word of the title, first word of the subtitle, and all proper nouns.*
So, yes, Australia would be capitalized.
Also, I believe by "definition" an acronym is presented in all caps. Examples of acronyms on p. 88 of the Publication Manual of the American Psychological Association verify that.
*Almost all words in a journal title are capitalized, which is the exception to the rule.
