I think how the resource is being found (i.e. a posted link) is a "red herring" in this case. We should look at the piece of information, determine the format it is being delivered in, and use that as our guide as how to cite it.
In this case, I think I would lean toward a straight-forward web page citation, with a corporate author - the American Association of Colleges of Nursing. You have a title, update date, and a URL. There is a contact person listed, but we don't know if he is the author. I think the Association name gives the information context.
