The report does have an author, what we would call a corporate author, that is authorship is given to an organization, and not an individual.
We could use the generic report form from p. 20 of the APA Style Guide to Electronic Resources, 6th edition.

- If the issuing organization assigned a number (e.g., report number, contract number, monograph number) to the report, give that number in parentheses immediately after the title.
