How do I cite an article that is cited in the article I am using?

Is that what they refer to as a secondary source?

Yes, you are citing a secondary source. APA would prefer you have the original source, but if you don't there is a way to cite the article that is mentioned in the article you are reading. See question #5 on the Library's Citation Help for APA, 7th Edition: APA FAQ's.
