The APA Style Guide refers users to The Bluebook: A Uniform System of Citation when citing legal materials. Unfortunately, this guide does not provide information on citing state administrative rules. For federal administrative rules in the Code of Federal Regulations, the guide recommends citing the rule in this order: title, section or part, and year.
Additionally, the APA Style Guide to Electronic Resources recommends that you should conclude a citation for an electronic document with a doi. If one is not present, you should provide a "retrieved from" statement using the url of the home page of the content provider. In this case, the url would be for Minnesota's Office of the Revisor of Statutes.
Here is the citation that I would recommend for your Minnesota administrative rule:
Adequate and Proper Nursing Care, Minnesota Administrative Rule 4658.0520 (2013). Retrieved from
https://www.revisor.mn.gov/
