I think this is a three step process.

First, you need to know your community and its issues with homelessness. One of our librarians create a guide to help with this.

Second, you need to browse some interventions used with the homeless. Here is a search I ran in SOCIndex with Full text

Third, you need to combine the first two steps. Your community is probably going to be unique from the ones described in the articles. Let's say one of the basics of being able to hold a job is to get to and from work, which is probably difficult if you are homeless. Maybe there is an article where a community gave homeless people free bus passes. But that might work for that community because they have a robust bus service, but not might work for you if your city has limited bus service. Is there another source for transportation that could be utilized for homeless people? A way to work with an existing ride share service?
