I would treat this as a web site. It would have a corporate author instead of a personal author, so I would use General Electric as the author. The title would be the name of the PDF - Driving change and continuous process improvement. The date is given on the very last page - 2012. The web site address would be the one you included in your question.

So those are the basic parts for APA. If you are using MLA, you also need the name of the overall web site as well as the publisher or sponsor of the site. The overall site name you could use is GE Capital and the overall sponsor would be General Electric. It is okay if it is repetitive.
